Bill Clutter started his career as a private investigator by serving the complaint in the case of McNeil et al v. the City of Springfield, Illinois that alleged that a Jim Crow era commission form of government adopted in 1909 violated the Voting Rights Act of 1965. This led to him running for public office in 1987 in a special election after a federal judge ordered a new aldermanic form of municipal government in the hometown of Abraham Lincoln. Clutter was first Ward 1 aldermen elected to the Springfield city council, serving until 1991.


In 2010, Bill Clutter formed the Illinois Association of Professional Process Servers after one of his agents was nearly choked to death by a person on the receiving end of a summons. Because the attack occurred on private property the offender was only charged with a misdemeanor. The National Association of Professional Process Servers (NAPPS) provided the new state organization with a grant of funds to hire a lobbyist. Working together, the state and national organizations succeeded in getting a bill sponsored by state Senator Mike Jacobs (D) of Moline.
